Bring software development in house: who should you hire first?
Before replacing an outsourced development team, identify the internal person who can accept responsibility for the product and technical decisions. That responsibility determines the first hire and the handover sequence.

Start with an internal technical owner
If a CTO already owns direction and resources, a senior may take over bounded implementation work. If engineers need shared technical leadership, consider a hands-on lead. If no one owns the function, clarify a technical leadership role before expanding the team.
The number of people at the supplier does not tell you how many employees to hire. Examine the work, system knowledge and responsibilities that need an internal owner.
Build a handover inventory
Ask what the internal team needs to make, release and support a change. The inventory should include owners and unresolved questions, not merely a collection of links. Arrangements for access and transfer must be agreed with the supplier.

Transfer responsibility in a tested sequence
Agree who accepts the product and who accompanies the transfer. Define the first hire around existing code, communication with the supplier and a bounded acceptance task. Plan a period of joint work according to the product, not a universal time promise.
- Agree responsibilities, access arrangements and open questions.
- Write the first internal role around the handover work.
- Reproduce the working process and inspect dependencies.
- Complete a bounded change from requirement to release.
- Check support and recovery, including ownership during the transition.
- Use discovered work to decide the next internal roles.
Define what independent operation means
A repository transfer is not enough. Decide what evidence shows that the internal owner can make a change, detect a failure and recover or escalate. Record the remaining supplier dependencies and how they will be handled.

Assess experience with existing products
Ask how the candidate previously took over a system, what they checked first and how they identified missing knowledge. Examine communication with the prior team and the sequence of changes. A plan to immediately rewrite everything should be tested against actual constraints.
A founder without technical expertise needs a suitable assessor to review the proposed decisions. Search scope, assessment and supplier coordination are distinct responsibilities and should not be assumed to be included in one fee.
